Barbarians
The word barbarian was Greek for "others", so yes in a sense they do because people travel and go to places that they aren't from. That would make them "barbaric "
the civilians vs. the uncivilized.
The difference ebetween being civilized and uncivilized is manners. A civilized person would grow up in a nice home and be taught to do "appropriate" things and behave "human". As of being uncivilized though is that you would have grown up in a poor family, have no famous or rich person in your family, or have any way of life other than being yourself. These varied as different because civilized people went to the trouble of ignoring uncivilized people while uncivilized people didn't care.
Barbarian was a word coined by the Greeks to describe non-Hellenic (non-Greek-speaking) peoples. It allegedly came from a saying that they could not understand them - their words sounded like 'bar-bar'.So barbarians were anyone who did not speak Greek and adopt Greek culture. It has entered English as a word for people of uncouth and unruly behaviour.
That the Romans and Greeks called all foreigners barbarians is a misconception. The Romans used the names of the peoples who they considered uncivilized, and only termed them barbarians if they did not know them or if they were exceptionally primitive. The Greeks, on the other hand, called all people who were not Greek, barbarians. This was not a "put down" of other cultures, it was simply a Greek term for anyone who was a non-Greek.

The ancient Greeks used the word βάρβαρος (barbaros/barbarian) for uncivilized people. Actually they used it for all non-greek cultures.
For an outsider is: "αλλοδαπος" (alodapos), "ξένος" (ksenos). For an uncivilized person is: "απολίτιστος" (apoleeteestos), "βάρβαρος" (varvaros)
Xenos is outsiders or foreigners. Barbaros means barbarians. :P
