First and most important: don't wear your uniform nor drive your official vehicle when in Mexico. You risk damage of property, insults and a hard time due to the fact that many Mexican people are deported - and often, mistreated - by the USBP when trying to cross the border on a daily basis .
Second, keep in mind you won't be able to carry your gun, stick nor any other "tool of the trade", unless you register it before the Mexican Defense Secretariat, and it still would be a problem since foreigners are not allowed to carry weapons in Mexican territory.
Third, there are various communities of American nationals living along the Mexican side of the border due to lower prices and general cheaper living costs. You should stick to those communities, looking for them at the city you are going to move to.

Just find the pro's and con's of living in Mexico. Most probably, they want to live there due to cheaper living costs and warmer climate. If they want to live in a city close to the border such as Matamoros or Juarez, violence would be a major deterrent.
