HD will definitely be sent over the air. Many TV stations have already made the conversion and are running HDTV along with their old analog signal.
By act of Congress (for the second time, by the way) all analog TV transmitters are supposed to be shut off as of February 17, 2009, leaving only the HDTV transmitters on the air.
