I have heard various answers as to how many stars a police chief wears on his uniform. Some say its based on department size, other say the number of years in the chief's position. Any answers?

Assuming you're referring to the Battle Dress Uniform, which is now phased out of Army service (along with the DCU - Desert Combat Uniform), having been first replaced by the Army Combat Uniform, which itself is in the process of being replaced by a similar uniform utilising the Multi-Cam camouflage pattern.
