The idea is to know how much the values "spread out" from the average.
The liberal modernization theory is mainly based on Western industrialized countries' values and traditions. The political, military and financial clout of these countries have led to an almost total predominance of those values when applied to any modernization effort anywhere in the world. Its main failure however is that it won't work well when applied to societies that have different traditions and values like most Muslim and Third World countries where clan or tribal structures, theocracies (rule by religious leaders) and/or autocratic leadership tradiditions - as in Africa, Russia and China - are deeply rooted in societies, having often a much longer history than our Western values.
