Most of the sewer people (The ones NOT in the combat zone) can be found in the island behind the casino with all the Director's Cut exsclusive stuff at night. They drop some sidequest items you might be using later.If you mean the sewer combat zone then you can get there via the manhole in front of the hardware store. In order to get the key to it then you need to fight the sewer "king" in front of the fountain in front of the Stick Institute of Technology (S.I.T) at night along with his four other comerades to get the "key" which is a crowbar.
