Had engine oil changed and drove a mile and engine stoped found no oil in engine is this a sign of permanent damage?

Of course there will be permanent damage its just a matter of how much. If the engine stopped it may be that the engine has seized. If that's the case you are going to have to get a new/rebuilt engine and if you went somewhere to have your oil changed and they did this you should go and have them pay for it.
