There's rumor that he's being considered, although there's also rumor that Johnny Depp will be fulfilling the role. Nothing has been confirmed yet, I think that David Tennant has a better chance of getting the role because he has already expressed interest and Johnny Depp hasn't even heard of it until now. Recently Posters of David Tennant as the Riddler have cropped up alongside posters of Harley Quinn and Catwoman. The 'posters' are fan-made images posted online, photoshopped publicity images from Doctor Who. DT said in a TV interview it was a false rumour. It's also been confirmed the Riddler isn't appearing in the next Batman film.
