The Federal Government claims a different issue is involved. I am not sure at present just what that issue may be. The Federal Government has brought charges against Arizona but until I have seen the charges, I can not comment on what they mean. I never accept a reporter's understanding of an inditement. I have seen too many that have been totally wrong.
