In hair tests for drug screens, a certain length of hair must be present in order to pluck the roots. If a sufficient length cannot be found on the scalp, the hair from anywhere can be used. This includes facial hair, eyebrows, body hair and pubic hair. I shave my head regularly and worked for a company who screened their employees with hair tests. They had no problem plucking my eyebrows. However, I had nothing to worry about since I don't use illicit substances. But hair is hair, and shaving it will not remove the roots.
