Some of the beta testers who found The Magical Quill were able to access Pottermore from August 2011.
Pottermore officially opened to everybody in April 2012.
There was no separate website for Pottermore beta testing. To access it you had to successfully complete the Magic Quill Challenge. The site is now open to all.
Beta testers have the same access as regular users. The only difference was that they gained entrance to the website first.
Anyone with internet access can create a website.
Pottermore was relaunched on the 22nd September 2015.When originally launched, Pottermore was intended as a new way for children to experience the books. However the main user base was significant older and the website was incompatible with tablets. Therefore the website was relaunched, making it easier to access new writing and to accommodate the upcoming play and Fantastic Beasts series.

Anyone who found the Quill and registered their account on Day 2 have received their emails. Where you live had no effect on when you gained access.
There is not a beta website. The beta testers have access to the same website that everybody will be able to access but it is not yet complete. For example, the beta testers can only read the first book and things are still being changed as per the ratings given by the beta testers.
You can't make a Pottermore until it is out of beta and open to the public. So, I would say to check the website weekly! (:

The clues were on the Pottermore website in the middle of the page. They appeared at different times throughout the seven days.
You were not able to change views on Pottermore. The website was relaunched in September 2015 and users no longer follow moments in the story.
