The process would more than likely involve polluting the atmosphere of the planet as to allow for more sun radiation and heat to penetrate through, heating the planets surface and allowing for photosynthesis to take place for future plant life; then vast amounts of liquid water would need to transported there to allow for the correct chemical process to take place in creating a livable and breathable atmosphere.
