The responsibility to cap the well is the British Petroleum. The US Coast Guard has been very active from the very beginning in fire fighting, search for survivors, and surveillance of the spill. Decisions regarding the closing the fisheries also comes under the Environmental Protection Agency. They are working with state and local officials on monitoring air and water quality. Military aircraft have been used in spraying dispersants. The National Ocean and Atmospheric Agency has been tracking the spill, and working closely with BP to contain the spill. But the most important of all the Government work will to investigate the spill and find how this can be prevented in the future. The US Coast Guard and the Mineral Management Service will be tasked with the investigation. This investigation, I believe, will continue after the well is capped, and hopefully the blow out preventer retrieved for further study.
