According to wunderground.com, between October 9th, 1987 & October 19th there was a Hurricane named Kelly in the western Pacific. (I always though Asian-Pacific storms were called typhoons...).

Yes, in fact! There was a Hurricane Sarah on September 11, 1967 heading towards Hawaii and the Pacific West Coast. Hurricane Sarah's are actually very rare, because the letter "S" is so late in the alphabet.

Nope, there has never been a huricane Jessica, Jess, Jessi, Jessie, or any variation of Jessica. The only way that can happen is if a hurricane with a female J name is very devastating and the name gets retired. But unless that happens there are no Hurricane Jessica's and will never be.
