Have 2001 Pontiac Sunfire and the headlights won't turn on when the switch is turned on the parking lights however do come on just no headlights unsure whether replacing the switch will fix it help?

I'd be tempted to replace the head lamps before I replaced the switch. You're looking at a cost factor of about $25 to replace the lamps vs $65 or $70 for the switch.
Be sure to check for the obvious things like fuses or broken wires first. Could be there's a loose, broken or dirty ground connection to the headlights.

Headlights may use an auto-resetting breaker which is doing just that--however there may be a short in system that is causing breaker to "trip" Isolate one-at-a-time to try to determine where problem is. Try to get a wiring diagram, and then check the grounds for the headlights. You can also try replacing the fuse for the headlights, perhaps the fuse isn't seated properly for whatever reason.

99 Pontiac sunfire no low beams no day light's high beams work fine?
Hmmm.... it seems unlikely that both low beam elements would fail at the same time, but it's possible. Replacing the headlight lamps is cheap and easy and would be my first attempt at fixing the problem. Is your DRL indicator on the dash flashing? They'll do that when the lamp(s) burn out. Since the DRL's AND the low beams don't work, I wouldn't suspect the headlight switch, however this is not beyond the realm of reason.
