I think this might be a relay. Activate a turn signal and feel around (gently) underneath the driver's side of the dash for something that's pulsing or vibrating in time with the turn signal. These often look like tiny tin cans. Unplug it (gently) and show it to the guys at the auto parts store.

Your turn signals may not be blinking properly because something may be wrong with the wiring or fuses. Take your Harley to an authorized dealer to have diagnostic testing done.
