Most likely the inside guts of the cartridge area are all broken now. I have removed the rest with EZ Outs. It pushes in and you turn it counterclockwise and hopefully it will release whats left. Just make sure to try and not damage the brass side walls.
wasn't easy, had to break plastic aroud the brass extention that your knob is screwed into. it then pulled out, still a little hard. Used a srew driver and hammer. actually broke the cartridge.

It is proper "control sense" to fuse the control circuit. It does not have to be just a cartridge fuse, in many cases it is a breaker. Depending on where the control voltage is obtained from, transformer from the incoming motor feed, separate source, or line voltage, there is always a chance that a component of the control circuit could fail, circuit protection would lessen the damage to other equipment in the control circuit. The fuse should be sized as close to the control current as possible.

To get at them the two screws for the cup holder need to be removed and the holder pulled out. The heater vent holder can be pulled out and the plug to the hazard you can removed - set this aside. Under the passenger side of the dash you can see the heater control cable which needs to be popped out of its holder and removed from the heater valve control. Four screws that hold the control can be removed and the wire harness removed. Heater control can now be removed. On the back side of the push buttons is an plastic cover which needs to be removed to get at the button lights, if you need to change the slide control light there is two screws on the underside that need to be removed. this allows the control arm to be removed slightly. You need to use needle noise pliers, it's a real pain. The AC button is removed forward not out the back and you can get at the bulb. You can get the LED bulbs at Subaru for a ridicules price of about 8 bucks (that Canadian). Why they burn out who knows. I tried the wreckers first but found the ones in that control were burnt out as well but I figured if I destroyed the heater control to find out what needed to be done it was worth it.
Short answer, the valve is in the valve body on the back of the transmission. The car will have to be off the ground, the wheel removed, the left side of the frame and transmission supports will have to be removed/loosened before you can even attempt to remove the cover over the valvebody/pump. This is a very involved and complicated procedure for someone without the proper tools, experience and, especially, patience. Ronn
