Remove wiper arms and bladers. Next remove rubber sealing grommets from the wiper spindles. Reomove screws from scuttle panel, then remove scuttle panel, you will now have access to the wiper motor.
Most likely, either the linkage to the wiper has become disconnected (or broken), or the wiper pivot is stripped out.
If there is a rear wiper on 2001+ V70s, it is a special volvo-only wiper blade and you have to go to the dealer to purchase it. Ask for instructions with the wiper blade. On 1998-2000 Volvo V70s, the rear wiper arm is the common hook-end arm. See sources and related links below for installation videos.

There is a white plastic box located under the passenger side headlamp (useful !!). The fuse can be found there. You will need to remove the front grill and the headlamp has three bolts securing it and not 2 as I found out the hard way. The first 2 are located in clear view on top of the headlamp. The third is hidden underneath. I did not work out how to get to it as I didn't know it was there and broke the bracket wiggling the headlamp. Hope this helps.
