The headlight adjusting screws are accessible from the rear of the headlight, you have to open the hood to access them.

there a screw either ontop of the headlight under the hood, or the screw is towards the bottom of the headlight. if im not mistakin its a star-head/10m bolt in one. can either use a star head screw-driver or a socket

If it's the same as a 96 Pontiac Grand AM GT, than you would need a 10mm socket and rachet there are three bolts on top of headlight remove these and just pull out headlight. Disconnect the wire going to the bulb you want to replace.
Check ground circuit Make sure bulb is not burned out
First, you must take off the front grille completely. This definitely requiires some patience. Then you can access the screw that hold the headlight assembly. Remember just be patient, the grille has one screw in the middle that is very tricky.
