No, it's not normal. Some 2003 Vibe's have automatic headlights triggered by a light sensor. If you leave the headlight switch in the middle setting between "on" and "off" they will come on by themselves when it's dark. If you turn them off the daytime running lights will still come on and the high beams will still work but the headlights won't come on automatically at night.

Lights don't go to "zero". Indicators possibly. This could also be part of the normal start-up routine where the gauges themselves may do this ... called a self-check of systems.

As far as the parking brake, it triggers your daytime lights to turn off, so when you disengage your parking brake, they will turn on for normal driving. All of this is a good thing because you never have to worry about turning your on/off...ever.
