check the blower fan relay in the relay box under the hood and check the fuse panel under the dash if they are both good it probably be the fan take it out it should have 2 prongs on it get 2 jumper wires and hook one wire on each and then hook it to the battery for about a sec. if it come on it could be in the wires
the air conditioner and heater are two separate things.(not connected) ;) it may have a fuse. or the it could just be bad.

The 1999 Mercury Sable license plate light and the right side brake light are on the same fuse. If the fuse was bad neither brake light would work. The problem probably is burnt out lightbulbs.
Either your headlight is burned out or you have a broken wire. You can check it out with a volt meter.
