If when you pump the pedal up and down it goes hard then this usually means air in the system and requires bleeding. Check that that you have no leaks that may be causing air e.g. brake cylinders at each wheel and all pipes and connections. Worn brake shoes or pads usually give a low pedal but don't pump back up.
