This means to work the stitch to the last step but not complete the stitch. You would leave the last loop on the hook.

For example, if you are working a double crochet:

yarn over, insert hook in stitch, yarn over, pull through, yarn over, pull through two loops, stop there and move on to your next instruction.

If you are to work another dc into the next stitch, you would yarn over as though to finish the stitch, but instead insert hook into next stitch, yo and pull through two loops. If you are to complete the stitch, yarn over and pull through all loops on hook. If you are to continue holding back, you would not complete the second double crochet, but instead yarn over and insert into next stitch, and so forth.

You can repeat this as many times as instructed.
