Hood release lever is stuck on Dodge D150 1991. How can I bypass the release?

The grill comes off with 6 Phillips head screws and the proper sized hand and arm can reach under the hood to manually pull the locking lever. My cable is still seized so I will have to replace it but the hood release can be bypassed.
