check the voltage at the horn and see if its getting 12 volts. If it is getting 12 volts then the horn is no good. If its not getting 12 volts then the wire from the horn needs to be traced back to see if there's a break some where in the positive wire. try checking to see if the horn button on the steering wheel is working properly.
On my 2004 Jeep Liberty the power windows and the horn relay are powered by the front power outlet fuse. use at least a 20 amp fuse.

i have a 96 jetta and i looked at the fuse box and found the horn fuse and it was blown changed the fuse and the horn worksso i would look at the fuse box find your horn fuse and see if its blown change it out with the same amp fuse and push the horn button that might fix your problem
