start by checking the fuse.. If that is ok then it will most likely be the button for the horn is not c9ontacting correctly or horn is faulty. The way a horn works is power runs to the button/activator and when you press that it makes contact with a grounded ring in the steering column. if all that loks okay then something may be wrong with the power source to the horn as probably it is not getting power.

If the horn does not work in the 1998 Chevy Prism and the vehicle was purchased used in this condition, it is quite possible that the previous owner cut the horn wires to stop the annoying security alarm. It is also possible that the fuse for the horn is blown.
There was a recall on the "cluster pack" for that year and model so I was told by the Chevrolet dealership. I had to take mine in to be replaced (for free) at the dealership. Spedometer didn't work, gas gauge didn't register etc. etc.
