How can I route the public WiFi connection I pick up with my iPhone to my Laptop?

So I reside in a remote area without phonesignal. The hotel I stay in has WiFi but for some reason only my iPhone is able to recognise the network. Essentially I want to turn my iPhone into a hotspot but this feature only seems to work using the Internet from my phone provider and that signal is non-existent so is there a way to 'bridge' the WiFi signal from the hotel's network via my iPhone to my Windows laptop?
