Peter
Peter gave his speech on Pentecost in the morning, specifically at the third hour of the day, which is around 9:00 am.
Converted is a verb.
Acts 2; Peters speech to the crowd ...
I don't think they were so slow. For example in the book of Acts when the Holy Spirit comes at Pentecost there were people from many countries in Jerusalem:Act 2:9 We are from Parthia, Media, and Elam; from Mesopotamia, Judea, and Cappadocia; from Pontus and Asia,Act 2:10 from Phrygia and Pamphylia, from Egypt and the regions of Libya near Cyrene. Some of us are from Rome,Act 2:11 both Jews and Gentiles converted to Judaism, and some of us are from Crete and Arabia---yet all of us hear them speaking in our own languages about the great things that God has done!"Many gentiles had converted to Judaism and some were there in Jerusalem at Pentecost they would have heard Peter's speech that day.

"Why are people joining?" is a asking a question. "Why people are joining" would be an answer to that question. As in Why are people joining the free speech movement? Why people are joining the free speech movement is because they fee that they do not have free speech at the moment.
