Every year one of the old IIT conduct Joint Entrance Examination (JEE). you have to fill a form (Out before winter vacations). Forms can be buy from a nationalize bank which is mentioned in IIT-JEE advertisement and on JEE site. Bye it, fill it and sand it to your regional IIT...thats all..

Well........I guess you'll need a degree in Aerospace or Aeronautical engineering from thee IIT's.........then you can apply for a job in NASA. first and foremost you have to be a us citizen, its an organization so not restricted to engineers, by doing a degree from IIT alone does not get you through. you will have to face competition from the whole world, you have to be innovative, which normally IIT people lacks, try to have a unique and different thought in the respective field.

IIT Roorki got the status of IIT around 9 years ago.
IIT kharagpur is the best IIT for mechanical engineering. IIT Delhi ranks second.
