It was not - it was direct democracy where the citizens met in fortnightly assembly and decided on issues which the council implemented. Modern democracy is representative democracy, where elected representatives carry out the functions of governance.

Athens had a direct democracy, where the citizens met in fortnightly assembly and made all decisions, the council implementing these decisions. This was possible in a geographically small state with an adult male electorate of 35,000.

The USA has representative democracy where the citizens periodically elect members to congress who make the decisions. A direct democracy is impracticable due to the numbers and dispersion f the citizens, however advances in computing and communications make remote voting increasingly possible. The political class will resist this at all costs as they will not wish to give up the power and perks of office.

Which greek city-state was known for it's democracy?

Athens pioneered democratic self-rule, but it was different from today's representative democracy. It was direct democracy where the adult male citizens met in fortnightly assembly and decided on issues of governance and politics - the council carried out its decisions. Democracy comes from the Greek words meaning 'people power'. In today's representative democracy elected members of parliament direct governance, and are far less attuned to what their people really want until it comes time for new election promises in order to get re-elected.
