The browser sends a request to the desired address; the server at the desired address sends a file back.

This requires a lot of protocols and networks to work together; for example, the browser uses the http ("hypertext transfer protocol"), which in turn requires TCP to work correctly. TCP, in turn, requires IP to work correctly. And IP requires all the networks between your computer and the server - usually there are several of them - to be working.
