Take an old screwdriver and punch a hole in the center with the screwdriver. Now pry sideways and the old freeze plug or casting plug will come out. You may have to work at it. An alternative method is to drill a small hole near the edge of the plug, then thread a large (coarse) sheet-rock screw into the hole. The plug can then be pulled with a hammer or pry-bar, just as if it was a nail. Use a piece of wood as a fulcrum to protect the block.
Be careful and do no damage to the seating area of the plug. Clean the area with a wire brush, not a chisel, and install the new plug, by placing it in the hole, and hitting it dead center with a blunt object such a a large wooden dowel, or 1/2 " socket extension, until it seats fully.

Pull the old freeze plug, clean up the hole, press in a replacment. Unfortunately you may need to remove a lot of peripheral stuff to get to the freeze plug.
