It depends how much you weigh now, at 10 years old losing that much doesn't seem like a great idea. Get your parents to take you to a dietician or doctor and tell them your concerns. The best thing you can do is eat responsibly and get regular excercise.
Being 13 he probably eats a lot of fast food or chips or soda or sweets. Try to eliminate those from his diet. Do not try to throw them all away at once, do it gradually or you'll get a negative response. Exercise wise, enroll him in a sport, if he is in high school, the sports practices are vigorous and almost every day. That should help.
