It's a little difficult to figure out what you mean. If you mean the muscles surrounding the lens, they affect focus. Loss of near vision due to aging is because of that lack of focus. If you mean muscles in the eyeball, you could have wandering eyes or crossed eyes. You might have trouble tracking smoothly or changing focus from near to far. If you mean the muscles surrounding the eye, you can actually have muscle tone so low (as in myasthenia gravis) that the eyelids droop and the person has blurred or double vision.
They could not change focus. As one gets older, these muscles become weaker, and we are no longer able to focus clearly at close range.. That's called "presbyopia". and prescription lenses take care of the problem.
Judgment is affected before vision when drinking alcohol.

The OPTIC NERVE, OCCIPITAL LOBE, and VISUAL CORTEX will be affected if there is something wrong with your vision. But there maybe underline issues that could cause problems with your vision as well.
Least distance of distinct vision increases with age because ciliary muscles (eyes muscles) gets weakened.
The density and location of the cataract determine the amount of vision affected.
