To compile Google Earth street view photos, Google send out vans with panoramic cameras. Because it was and is an huge task, some images are not up to date, but it is an ongoing process.
When Google updates it street view photos in its image database then these updates are made available to Google Maps and Google Earth.
The typical Google Earth user would be searching for road directions, satellite pictures, street view photos, and locations, when visiting Google earth's website.
Google Earth and Google Maps show the most current Street View photos available in a given area whether they're 2011 or 2010.There is an option to show 'historical imagery' for Street View photos in Google Maps by checking the clock icon under the address but not yet in Google Earth. In Google Earth, you can enable 'historical imagery' under View menu and choose to see the satellite imagery for previous years.

Instantly, I opened Google Earth from my PC & explored it, then I remembered Panoramio.com, I submitted some photos on panoramio. So what the heck is Panoramio, it is a site that offers online photo storage, as an additional feature, the possibility of showing your photos on Google Earth. I started uploading & mapping my photos on Panoramio last May, there was no promise of your photos to be shown on Google Earth in an instance, it takes time. Yesterday, after ignoring Panoramio for about 2 months, my photos finally appeared on Google Earth. Google Earth may need to be updated. street view photos are obtained by means of vans with big cameras on top. some areas do not allow access of these vehicles, while others are just not reached through other reasons.
In Google Earth there is a Photos layer (includes Panoramio and 360 Cities) which if checked will show photos in the selected view. Click the square "photo" icon on map to see the photos in a popup.
Google Street View is a technology featured in Google Maps and Google Earth launched in 2007.
See link to article below showing a drunk man sleeping on the roadside pictured by Google Street View. Many things like this are being caught by Street View and more so by photos/videos taken by cellphones of passersby.
If a photo of you is on Google Earth, then they will make your face appear "fuzy", so it's impossible to clearly see.
