Basic. Applications are made to join a company. Applicant is invited to interview and data checked on their application. This will include;
name address (proof can be asked for)
Social Security Number / National Insurance Number obtained as supportive right to work in that country
Work history is covered and all gas are questioned and answers recorded. (included education)
Formal qualification to do the job are checked. Normally seeing and checking that certification is real
If applicant accepted then and approach is made to the companies worked for asking for confirmation of the job role, dates employed and reason for leaving.
The reference process can be undertaken immediately the applicant starts employment. If the facts are not correct companies will dismiss as "unsuitable" in the first 12 weeks.
More formal - for some companies more in depth checks are required including the above, Applications for criminal records checked (some roles allow for this i.e. working in country security)
Checks against credit listings, registration of voting in countries , checking visas are valid a, passport checks
