An animal - usually livestock - that is 'lame' has some injury that prevents it from walking normally. This often refers to injuries of the feet or legs because that's where injuries would usually hobble its movements.
So a cow with a broken leg, an infected pus-filled foot (foot rot), a dislocated hip/shoulder, with founder (infected laminae of the hoof from eating too much grain too quickly) or just a bruised cleat would all be considered 'lame' although there is obviously a lot of variance in how serious these injuries are.
I have never heard the term 'lame' applied to a cow's milk or lack of milk production.
