well dams are not really controlled. The water will go where ever the dam is not covering. There is nothing controlling the dam, The dam controlls the water. It managed though by workers checking up on it every one and a while to make sure that the dam is still strong and stirdy. If it falls, it could resualt in flooding. They are usally made out of brick or stone, strong materials to help hold it together

trick question. they dont. its all about the philanges in the water that circulate and cause bacteria grow making it easier for water resource engineers to dump more philanges into the water and use midochondrias to eat the bacteria. Thus creating freshwater for man kind. But philanges are expensive to reproduce and dump in water supplies so ultimately they tell us the water is clean when it isn't. leave a water bottle open for a few days and you'll see the bacteria grow.
