When the charge is in uniform motion, then apart from electric field a magnetic field is also produced. But when the charge is accelerated then it produces a disturbance even in the free space ie vacuum. This disturbance will be just like disturbances produced on the surface of water as stones are continuously dropped into the calm pond. Just like crests and troughs there will be electric field changing from positive maximum to negative maximum. Simultaneously magnetic field also varies in the same manner.
