When the PS3 first came out, it was possible to install Ubuntu linux on it, hook up a keyboard and mouse, and use it like a normal desktop computer. (the feature to boot other OSes on it has since been disabled by Sony due to game piracy concerns)

A game console has all the same parts that a computer has. It has a CPU, Graphics Processor, RAM, Power Supply Unit, Motherboard, and modern consoles even have a hard drive inside of them (to store your games and settings, as well as provide an upgradable operating system). The difference here is that while desktop computers are designed for general usage, productivity and multitasking, a game console's operating system is designed to be easily used with a controller and the hardware on it is designed with only gaming in mind; so game consoles typically have less RAM than a desktop computer (because RAM is more useful for multitasking) but in return it gains a more powerful GPU than a desktop computer that could normally be built at the same price as a console could.
