Frankly, they aren't kept honest. There are lobbying laws (most frequently honored in the breach than in actual enforcement), electioneering laws (almost totally ignored by all but the candidates themselves), and increasingly weak reporting and spending laws (being reduced by the Supreme Court).

Bottom line here is that we're headed straight back to the days of unlimited money in campaigns, with no limits on what can be said or spent.

Realistically, the only thing holding back an interest group these days is another interest group that holds an opposite position.
