the people of the country vote for a Governor that thy trust and if a law needs to be made people can contact the government and say what they would like to happen. and eventually the decision would be made.

Laws are written and approved by the legislative branch of the government. (In the United States, there are 3 branches, the Legislative, the Executive, and the Judicial).

There are two main levels of government which exist in the United States: Federal and State.

Federal Laws (laws which apply to everyone in all 50 states) are handled by Congress and the Senate and require the same wording to be passed in each by a majority vote.

State laws (laws which apply only to those within a state's boundaries) are written and approved by the state's own legislature.

The executive still has the option to veto (cancel) laws that are made (to which the legislature can then override with more votes) or the judicial branch can deem a law 'unconstitutional', which means some part of the new law is in direct conflict with the Constitution, which is the backbone and framework of our nation's governance.
