How do members of congress make decisions?

After the passage of the 17th Amendment, all members of Congress are now elected by popular vote of their district or state.

Should a vacancy occur after an election, it is up to the individual state to decide how to fill that vacancy for the remainder of the term. Some states stipulate a special election, others allow the governor to appoint someone, and a few have the state legislature appoint someone.

Members of Congress have a variety of ways they can make decisions. They look to their party, to the constituents, to colleagues, to interest groups, and to people on their staff. The political party a member of Congress is affiliated with is a major decision making technique and they also look to the people they represent to help them make a decision. Colleagues and staff members help members of Congress to think of other ideas and more information.

How would they? Two different branches of government. They are supposed to be different in political means and views. Also the cabinet is controlled by the president they don't have to listen to congress if they don't want.
