the poem by Robert burns called To A Mouse is about a mouse's house getting ploughed over and it shows that mice aren't given much thought, as there is always a higher power controlling what goes on, but for humans it is also the same.
the higher power for human beings is fate as no matter how powerful that person is, they cannot control their fate. in the book of mice and men, mice are not referred to in this way (only mentioned when Lennie has them) but the ranchworkers in the novel are at the mercy of the higher power of the great depression, and as there were so many people looking for jobs, the ranchworkers were replaceable as there were plenty more.
Also they are alike because if a lot of mice work together then they can get a lot done but if there is only one, not a lot gets accomplished, same with rancheworkers. if the majority agrees with something, the minority are ignored, in the case with candy's dog. carlson wants to shoot the dog but candy doesn't. carslon gets backup from the other guys and candy is outnumbered so therefore, has to give in.
