It depends on the teen, most of the time yes. It could also be a distraction to anyone. It depends on how responsible they are.
It's a distraction, instead of paying attention to your studies. You would be on the phone disrupting, when others are trying to learn. Students have been known to take pictures of exams and to text answers (or test questions) to their friends.
