In the cell membrane, it needs the phospholipids to be facing head, tail, head, to form the barrier between the cell and it's surroundings. In the chloroplast, it needs carbon dioxide, sunlight, and water to do it's job. A cytoskeleton needs the right structure to be able to hold up a cell. It also needs proteins to be there at all.
