By mixing particular chemicals together to create resins. If you were to mix terephthalic acid with ethylene glycol you would get the polyester they make coke bottles out of, and if you were to polymerize styrene monomer by putting it in a stainless steel vessel and heating it you'd get the polystyrene half the plastic things in the world are made from.

If you want to turn the resin into fibers, you then force the liquid resin through a nozzle with little holes, and it becomes fibers when it hits air.
