The springs on a Q-jet are used to close the carburetor when you let off the throttle. Look at the throttle and install the springs to pull the throttle closed. Most Q-jet brackets have holes for the springs to attach.

That would be a Rochester 2-barrel are a 4-barrel Quadrajet. You did not say what size. This would not be what they call a FEEDBACK carburetor
If it has a Rochester carburetor (like the quadrajet) it is actually located inside the carburetor where the fuel line attaches to the carburetor. To access it, remove the fuel line then remove the filter housing by loosening the large hex bolt you just removed the fuel line from.
The spark plug gap for a 1970 Blazer 350 is .035. Check new plugs for correct gap even if they come pre-gapped.
