There are small (4mm or 4.5mm) hexagonal adjusting screw on the lamp. You need box wrench with that size.

on my 98 sienna there is a button on the left side of the dash lower part with a push button not sure if it is in the same place on all models hope that helps

Yes, I believe it is located under the driver's side dash. It has a black rectangular cover. The owner's manual has pictures of all fuse panels.
