How are you supposed to drive a toyota solara on the road with the over dive button do you drive od off on the freeway and od on on the street or is it the opposite?

You can leave the OD ON for general purpose driving and freeway travel.
Use the OD OFF function for enhanced torque applications climbing hills or accelerating around tight turns) or seat of the pants driving experience.
